He hasn't even gone over stock clocks, for all I know he could be running high vcore and getting 60c regardless 60c is safe as houses, you need to bump your multi up and tell us what you are getting when overclocked, I could care less...
Sounds like you have an deffective GPU, test them both on their own and if you get the same issues then simply RMA the culprit.
