No worries. I did the exact same thing with my Extreme4 and 2400Mhz RAM. I tried for about a month to get them booting at that speed before I thought to update BIOS

Have you flashed the motherboard BIOS up to the very latest. High RAM speeds are only recently beginning to work well in most motherboards, so it's likely your motherboard vendor either hasn't yet released a BIOS to support that speed...
I would suggest overclocking the cards separately to finding the max of each. Even though they are the same model, they'll likely have different max OCs.
With one of the 6950s I had a while back, certain ports were disabled when the BIOS switch was in one of the two positions. Does yours have a switch? Could just be bad ports?
For the border issue, look for an "Overscan" option...

I'm sure there are others that are good. I wouldn't go with a free one. I've had some terrible experiences. Deleted accounts. Lost files. $30-40 a year is pretty cheap. I would look for something in that range.
