this is a great breakthrough. so much energy is lost through heat in power plants, etc and something like this could get out nuclear plants developed past being nuclear-powered steam engines.

I don't think he needs a new pc, odds are if it's that old you can use the case for any modern hardware. new cpu/mb/ram will give a noticable speed increase, then you can replace the hdd later on and then the case if you really care.
