The fan controller only draws the power it needs. 50w is overkill for most... get something in the 30w range (or less) if you don't plan on upgrading your fans.
It's a gimmick, it's loud and you are wasting your money. Get a fan like suggested above and buy some ice cream and be cool.

It depends on the MB... but in general, rule of thumb is to keep it under 1 amp per fan header. Any more than that could blow out the fan header. Some Mfgs list the max amount in the manual, others you will need to contact C/S or T/S to...
