Those scratches will be fine. Will not affect thermal transfer and do not look deep enough to affect anything. There is quite a bit of material before you reach the CPU die itself.

I think its just flux residue from the soldering process. It is quite a bit more obvious than it normally is though. If it works fine it is nothing to worry about. e- ninja'd
