Sync as in locally? I'm sure some app can do it... Dropbox camera auto upload ftw. Not local but works excellently.

I'd honestly be VERY surprised if it couldn't do video and stills. My S3 on CM10.1 can...most AOSP setups use pretty close to the same camera.

As the owner of an S3, i'd definitely take the One over the S4. Samsung's Touchwiz is forever unfinished. There's no styling continuity, it's ugly, some apps are antiquated and 90% of them you'll never use. Sense may be a resource hog...

Even on ICS, my SIII could take photos and video simultaneously...
