you have just answered yourself, try that another GPU of yours. allso i would say it is more connected to gpu load than mouse.

Im not sure whats the purpose of dvd drive nowdays. Radther put more money in mobo so you can squeeze more mhz out of your cpu. Because with this mobo you will be limited to stock.

Its actually a good thing, if you cpu is not under load it undervolts and underclocks it to save energy. Its called Cool'n'Quiet and you can disable it in bios if you want.... but why should you? Anyway, if you want to see high numbers...
