Hi, It is not loud, it's normal. I connected it to a 3-pin motherboard header, so fix RPM. it doesn't need vary the speed. You leave it at full speed and you are done.

The voltage depends of each card, each chip is different. For example, mine does 1000MHz at 1006mV. You could try to reach the 1 GHz if you bump your V a little more
