This is normal. Windows looks at the baseclock, not the overall speed of the processor when measuring its speed. Even in windows 8 it does the same thing.,

I like it when it is slow at my job, because I can pay closer attention to detail when I work. I really hate working on 8+ machines at the same time... especially when 6 are failed drives.
