Can't say I've had any trouble with Steam either. Installing games, uninstalling, updating whatever. Works fine for me.

The 38A recommendation is for a whole computer, not just the card. Anyway, a 470 card needs about 16-17A on its own, (Link), so the PSU should be ok for your rig, even with the other gfx card thrown in.
You're essentially getting the same PSU with a different sticker, but if it's what it takes.
A PSU that claims to be 500W, but sells for £13 (lowest price I found just googling it quickly) can only spell disaster. So yeah, don't risk it.
