As long as you don't load for long periods of time it will help temperatures. The water will take longer to get to a "loaded" temperature.
Well you should know if you can handle it or not. The GTX480s won't be all too much more heat/noise as your GTX470s.
Well how much airflow do you have in your case? You could probably just use an MSI Afterburner fan profile and be good.
Did not know that... I always look for used/refurbished. I got my pair of GTX480s from EVGA b-stock for < $450.
