Go with Vista, XP is going to be outdated pretty much, and you will eventually have to use vista or 7 anyway. If you can learn to use Vista, you'll definatly know how to use 7.
it could be an electronic "screech" on the motherboard from bieng under load, Try reducing the OC on your CPU, and see what happens. I've had a couple of mobo's squeel like that when they're under a high load.
can you attempt to boot from her HDD? if so, that would be the easiest solution. However, make sure to have the OS Key on hand, vista might require you to enter it if the hardware changes significantly. Cheers!

For that environment, a UPS might be good too. In my experience, i've never had an actual surge go through, but the sudden outage can F up your HDD if you're writing to it while it goes out. Maybe a Surge/UPS combo would do. Cheers!
