What characteristics does a CPU have to have to be considered a golden chip?

Depends on the CPU. The term 'golden chip' refers to the stepping (revision)/batch of a certain CPU that is highly desired because of higher overclocking and better performance than typical CPU's of the same model but different stepping (revision)/batch. It can also refer to a CPU that acts completely out of the ordinary in terms of high performance (one that can have extremely high clock speeds but very low voltage).
