Default Best CPU for a build $300

Hey guys. Here's the deal. We may be exchanging a rig for some services soon. And said services are about $300. She doesn't have a computer and that's what she needs to do what we need (picture editing, etc). So i need to know the best CPU i can get for the $300 price tag. $300 (give or take some) needs to buy everything from the case to keyboard, it will not be overclocked, must be able to run photo editing programs, etc. I know what intels would be best (cheap dual cores) but i'm not up to snuff on my AMDs lately. So recommend what you think would be the best CPU and i'll post in that section to build the rest of the PC, as this section is only for CPU discussion.

Monitor also does not need to fit under $300, i've got that covered.

Here is a great combo deal if you want to keep the price low:
AMD Athlon II X2 240 + Gigabyte US2H
That mobo has a HD4200 onboard, which is a pretty powerful onboard. Great deal for around $100.

X2 240? Why have i hever heard of this little guy?

Wouldn't an E3200 be better bang for buck than that though?

Here is PhenomII x2 550BE big boy under $300 if you have the harddrive ,dvd-rom and psu. It will beats the E8400. First one is with DDR2 and the second is with DDR3.

If you want to buy a crappy onboard chip, then yes, otherwise no.

AMD has much better onboard offerings, that would fit the price tag.

The X2 240 is 45nm as well, and there's a chance you can unlock the other cores or L3 cache, I'm not sure about that. As the poster above states, AMD boards have better onboard solutions as Intel.
