eVGA 7950GT KO SC, stock 600/725, autoclocks to 645/826
__________________using NiBitor, added .05v, from 1.45 to 1.5 result: 648/841, but memory unstable, reduced to 825 the funny thing is the card was 88-89 C. under load, now barely breaks 80 C. with higher voltage! anyone else seen this kind of effect?

The temperature probe within the core of the GPU is designed to operate at a specific voltage. When you alter the voltage going into the core of the GPU, you are also altering the voltage at which the temperature probe operates at. Thus the temperature probe can no longer be considered a precise measurement for GPU temperature. This is where your fluctuation is coming from.
