Default low fps in my video card 1950pro AGP 10 VOLT

I reinstall ati driver..
And i clean the old driver of nvidia.

In the beginning when i cought the video card i had a problem of restarting of my
video card...

I was supposed to do the following action,to solve the restarting problem...

Right click on My Computer
Choose Properties
Choose the Hardware(Tab)
Choose Device Manager(button)
Click the [+] next to System devices
Right click on CPU to AGP Controller
Choose the Update Driver(button)

Select Install from a list or specific location (Advanced)
Choose Next(button)
Select "Don't search. I will choose the driver to install."
Choose Next(button)
Select PCI standard PCI-to-PCI bridge
Hit Next(button)
Hit Finish(button)
Reboot.

After wards the fps was low..

How di i know that card is receiving the proper volts?
Maybe the card d'ont geting the volts proper?
Or that i neesd change the settings in my motherboard bios?

the point of responding to a thread is not to make people feel stupid, vijay, its to help them. On topic: check around and make sure that all your voltages are correct in other threads etc.
