You change voltage with either a pencil or soldering resistors or reostats onto certain areas. Use a multimeter and measure resistance or voltage and it allows higher clock speeds at the cost of heat and shorter life span.

So just start scribbling? Or are there certain areas to experiment with?

Go look for a guide for your card on google.

No, you don't experiment. If there's a guide for volt modding your specific piece of hardware, then you follow that, otherwise don't mess with it. It gives better overclocks in certain cases, but really, you should just try OCing your vanilla hardware first.
