Using a 24v fan? Do I need to undervolt this?

Just curious if using a 24v fan would require undervolting or will it not operate at its full speed if only running on 12v?

No it wont.
It will run at approximately half speed.

No it will be undervolted.
You don't have all the voltage running to it so it's going to run at ~50% speed more or less. It really depends on how constant your 12v source is.

You can build something like this.
http://en.wikipedia.org/wiki/Boost_converter I build them for electronics all the time due to parts I have laying around are different volts from the ps I have.

I use 24v fans for all my W/C'ing needs... I have a couple of 13.8v power supply's I use just for them..keeps the RPM's and noise down to 'tolerable'.

For mine I just picked up a 24v transformer from Altex for $7 and ran wires from the transformer into the case via the watercooling holes in my HAF-932 and used a wire nut to hook it up to the fan. No PWM but it works great

the simple answer is no... without a transformer, you're not going to get any decent current..

Actually, 24v is possible off a standard ATX PSU... the 20+4pin connector contains a +12v (usually yellow) and -12v (usually blue). Wire the positive end to the +12 and negative end to the -12 and the fan will run full speed. HOWEVER, it's probably not advisable as 24v fans generally draw a lot of amperage and you could damage computer components. If the amperage draw on the fan isn't too high though, there shouldn't be an issue. It's still advisable to just use a 24v DC adapter though, if only for peace of mind and a less unsightly wiring job
