Default Volt question

When i try to go past a certain htt freq my computer sputters it will go to bios screen then pause. sometime it will go to windows scroll bar thing and reboot. but when i throttle back down a couple of htt it works fine again. is this the cpu telling me that i dont have enough power to it? or should i just be satisfied with what i have?

It could be a power issue... The more likely scenario is that your processor can't go further due to it's natural limitations.
