It really depends, but I really suspect it's your graphics. It might be your processor depending on the settings you play on. If you go and reduce the resolution/settings and your FPS jump up then it's your graphics. If they stay low like that it's your CPU.

It's like in BF2142 Titan for me.
I can play on 800x600 on lowest everything and get 10fps on a full 48 player server. Lower it to 40 players or less and my fps are over 30.

Is it my CPU causing the slow down? It's mainly when there are a lot of people on the Titans...

It's likely your CPU, yes. Or it's your internet. Likely your CPU in this case. Titan maps are tough on the Pentium Ds.

so would my p4 1.8ghz be bottlenecking a 6600gt? my monitor is at 12*10 75hz.

...except in counter-strike for instance, you'll maximize your update rates if you set them to 101. Just because you can't see 100 fps, doesn't mean it won't improve your performance. Once you get past 60fps you are getting into improvement of registry, not improvement of visual confirmation. That's why vsync should be turned off so you can maximize your updates sent/received registrations.

Ever notice most games don't require past 2.4 Ghz. Hmm...
