Default Which single slot card is most powerful?

Is it the GTX280? 4870? or the upcoming 4870x2?

Meaning single PCI-E slot

GTX280 is the most powerful but not the best card imo

I mean takes a single PCI-E slot. If the GTX280 is the most powerful then why isn't it the best? Price?

a nice $650 because the 4870 is $300 and has 90% performance of a GTX280
