Dell PSUs should be enough to handle it. My bro's ancient 8800GTS 320MB can max CoD4 on 1680x1050, so a cheap 8800GS or 3850/3870 or 9600GT should do a little better. They don't really use that much power.

Ancient things can still be widely used
Such as.. CRT TV's, Windows XP... DirectX9 cards

There's no reason why not to upgrade.

Infact, it would be more dangerous for him not to upgrade due to overloading the PSU.

The BTX refers to layout, not power standards.

I change my recommendation to either a 7600GT, or possibly a 9500GT (which should be a bit better than an 8600GT, but with a lower power consumption) which ever is cheaper.
