Default Best alternative 9800gx2 cooling(not liquid)?

Whats the best , reasonably priced GX2 cooling solution, aside from stock?

install extra fans in your case that will lower the temperature

Turn up the fan speed in Rivatuner.

I set mine to 80% (normally something like 40%).

You can follow this guide on how to do it.
The newest version changes a few things, but not by much.

My temps are ~65 C idle, and 70-75 C load. With a 23 C ambient.

What are your temps?

use arctic silver or mx-2 paste to replace the stock goop.
