Why does CPU bottleneck at low resolutions?

Guys I've been wondering why people say that my 2.6ghz dual core below would bottleneck my 8800gt at 1024x768 but would do completely fine at 1920x1200?

depends what games. at that resolution, your graphics card can more than keep up so the limiting factor is the CPU or ram or something else.... etc...

itll bottleneck, but not that much. my friend has a 5000+ (2.6ghz) and cant even get 9,000 in 3dmark (he hits like 8,900), i score 2,500 points higher with my Q6600 (2.4ghz)
thats because 3dmark is at 1280x1024

2.6ghz core 2 duo 2mb cache+ will eliminate the bottleneck in most cases, i would just clock the 5200+ as high as you can it should be enough.

CPU is the one that sends the work to the GPU (command queue buffer), if the resolution is low the GPU finishes the work faster, and needs the next command sooner, thus the CPU needs to send it sooner, if the resolution is high, the GPU takes longer to finish the command, thus the CPU is free.
however, there will be some point at which lower resolution no longer matters, even at 320x240, which is possible if one or all of the above happens: CPU too fast, command queue buffer too big you can increase load balance at low resolutions by increasing load on the GPU like AA/AF/SS and other in-game and driver registry settings
