Well, there are other factors but think of it this way at 500mhz your gfx can turn off and on probibly 4 times as many transistors as your proc can per sec.

They are all different. My GPU has a 400MHZ core, even if I take it upto 430MHz like the 7800GTX it will never be as fast because it is not as efficient. The amount of pipelines helps a lot as more data can be sent to and fro from the GPU. The later GPU's have a shorter pipeline architecture than the older ones so it takes less time for them to do stuff giving them even more performance.
