Screen Tearing from overclocked cpu

Hi i have been overclocking my cpu and ive noticed that when i set it to a certain clock the gpu starts making artifacts even at stock speed. Im wondering what the problem is ive been trying to narrow it down but i havent had any luck. If anyone is wondering how im overclocking my cpu its threw setfsb its the only way i can overclock and also the speed i have to get to for it to create artifacts is at 2.85ghz. Also i tested my gpu using ati tool. I also tested it in games like crysis and assassins creed and noticed it was screen tearing.
Sorry if i put this in the wrong section I wasn't really sure on where to put it.

is it artifacts or screen tearing? these are two very different things.
If it is screen tearing, simply enable vsync. If it is artifacts, check to make sure you dont have PCI-E Spread Spectrum enabled and make sure your PCI-E frequency is set to 100 MHz. Also make sure that you dont have any PEG Performance Profiles or similar things enabled in BIOS as this will cause issues as you OC.

Yea i do once i set my clocks to 2.85ghz i can see the white blotches on it before i even try to scan and when i scan it just goes crazy with yellow everywhere

Try stock settings on your CPU first so that we know it's not something that is wrong with the GPU.

You know what, this is sounding more and more like the GPU isnt getting enough power. As you OC the CPU it requires more voltage, starving the GPU of wattage. Since you arent able to change BIOS settings, your Vcore setting is most likely Auto, which raises the CPU Voltage automatically (often higher than it needs to be).
A similar thing (yet very different) happened to me running dual 4870X2's. I have a beefy 1000W PSU, but I was running them off of a UPS that only outputs 650W from the battery. As soon as I loaded vantage I got some really, really bad artifacting and the vertical lines and polygon corruption you are talking about. Mainlining the PSU to the wall fixed it. It could be that your PSU isnt powerful enough to juice both a CPU OC and your GPU.

I tryed stock speed and testing it and there where no errors i tested it yesterday and then when i tested it again the day before which was when i got to 2.8ghz there was still no errors then as soon as it hits 2.85 errors come in about 2 mins.
EDIT: I also tryed underclocking my gpu and the errors stopped.
