1- Get the right drivers

2- Vista doesn't run well on old computers... you have an old computer.

3- Overclock everything... just cause you can.

Id try older drivers for the 7800GT if you are using the latest ones. While that processor is pretty dated, you should have no problem getting 100fps in CS, or even CS:S for that matter. What resolution are you running?

Are you running CS 1.6, Condition Zero or CS:S? Assuming the latter, Your CPU is the limiting factor and there is really nothing you can do about it other than replacing or heavily overclocking it.

What you can possibly do however is eliminate background tasks.

well what driver would be best for me? from what website?
i only play cs1.6 i wouldnt even try cs:s from how cs runs..

You are below the RAM specs for Vista as far Microsoft is concerned #1; they say 2GB but it really takes like 3 or 4.

Vista has a lot of background processes running at all times unless you turn them off. Indexing, etc. etc.

Google + Disable Unnecessary Processes in Vista = Speed. Read This.
