1- Get the right drivers
2- Vista doesn't run well on old computers... you have an old computer. 3- Overclock everything... just cause you can.

Id try older drivers for the 7800GT if you are using the latest ones. While that processor is pretty dated, you should have no problem getting 100fps in CS, or even CS:S for that matter. What resolution are you running?

You are below the RAM specs for Vista as far Microsoft is concerned #1; they say 2GB but it really takes like 3 or 4.
__________________Vista has a lot of background processes running at all times unless you turn them off. Indexing, etc. etc. Google + Disable Unnecessary Processes in Vista = Speed. Read This.
