So which graphics cards require pci-e 2.0 (x16) e.g 4-8 GB/s transfer rate to fully function?
specifically for me will 2 pci-e 2.0 at only x8 be bottle necking a pair for gtx 275 or hd 4890? (im yet to choose one for this build) cf or sli enabled ofcourse |

At very high resolutions/details, yes 8x will be slower than 16x with those cards.

ok.. the user will only be running about 1.5 megapixel res (like 1280x1028, not sure) but he might change to a high res, probably not massive. I guess physics and other processing is what he likes to have on high settings. And as game engine improve i guess they're pretty important

8x shouldn't be an issue then.

Unless he decides to run a resolution of say 2560x1600, then the x8 should not limit those cards by much, if at all.
At worst you'd see a ~5 FPS loss in x8 mode as opposed to x16. However, the only game I can think of that would even see that with 275's in SLI or the 4890's in CF would be Crysis. Just make sure to pair those up with a nice CPU to avoid any other bottlenecks.
