Okay, so i have been out of the computer gaming aspect ever since DX10 first came out....I would really love to get a good $150 or cheaper graphics card so i can finish Oblivion (yes, yes there are many more new games I'd love to play as well) in DX10

I would definitely check out the 5770 as it's a next gen card in that price range and a good performer. If you want something that performs similar without DX11, and consumes a bit more power, but costs slightly less, look to the 4870 1GB

Disregard anyone trying to sell you on an nVidia card. If you're gonna pony up for a new card, I'd recommend [relatively] futureproofing and getting a cheap 57xx variant. You'll be able to play your lovely DX10 games, and eventually, DX11 as well.
