I'm looking to do this, but after looking at the picture, of the three resistors there (in that column), is it the top one or the second one that I want to pencil in?

Just to clarify on the pencil mods. What you are doing is changing the resistance (lowering it) of whatever resistor you are penciling across. The lower resistance causes a lower voltage drop for a given current, thus your voltage doesn't droop as bad.
