Default Volt mod caused power issues

So I volt modded my 8800GTS and when I booted up my CPU fan was barely spinning!
I'm guessing this would be a PSU issue since not only was the fan barely spinning, the volts on my card actually dropped from 1.19 to 1.11. I double checked everything too. I pulled off everything and it looks like no vmod for me until I get a new PSU
