Bios volt mod
Volt modding is just adding voltage to your pci-e slot card correct?
I have a setting for that in my mobo bios, would that have the same effect?

No! Its only the voltage for the slot not for the GPU!
If you set the slot voltage a bit higher and set the frequence a bit higher too you can clock your card ~1-2% higher (stable)!
