Are you running Windows SP1?

It's the way Windows partition table configures the drive. 1 gig is around 1024 mB so when you formate a 250 gb hard-drive it leaves you with 127-137 usable space.

try formatting the partition NTFS... and make sure your BIOS is detecting the drive at its full 250gbs...

Yes and no, it's about 230 GB you have available, and it's NOT because of Windows, it's because of how harddrive manufacturers labels harddrive space.
What brand is your harddrive? *EDIT* I think LiNERROR got it there.. it might be because you're running FAT(32)

do you have all of your chipset drivers?
Older controllers only recogniaed 127gb of the drive. Also that happended to me witha SATA drive once... Simply reinstalled drivers fixed it.
