Default USB 2.0 Rackmount working as 1.1?
I mean WTH? We use a dual drive (external) rack mount to store our backups here at work. The server that it is connected to has all USB 2.0 capable ports. The Rackmount is meant to work at usb 2.0 speed but only works at 1.1 speed. The server has windows 2003 running on it. Why is the rack mount running soo slow?

Are the chipset and other drivers installed?

Under device manager check, and also see if you can get newer drivers.

How can i tell if those drivers are installed? My flash drive (corsair survivor) works at usb 2.0 speeds.
