Default Delete Hard Drive

Is there a way to delete the files in my hard drive? I think the OS is damaged so I can't boot. I had Windows 7 installed yesterday and it was working fine. If I put back the windows 7 setup cd it would just hang. If I try to boot, it would stay in "Starting Windows" or say BOOTMGR is missing. If I put a windows xp setup cd, it gives me an error:

Put that xp cd and boot from it. Go to bios and set the boot menu so the cd rom is set to first boot. They do a repair if that fails install windows again. No need to "delete the hard drive"
