Depends with what they mean with 'independent clocks'
My understanding is that they actually mean that each core will run at the same clock speed, but that each core can clock down (using AMD 'Cool and Quiet') independently when they're idle.

Well hopefully its still going to be governed by a variable external clock and just have independent multis in the CPU. Otherwise AMD could lose a big chunk of the enthusiast market if it couldnt be overclocked.

yeah....
They should be well aware that many users overclock those CPUs in any way, shape, or form.... Even Intel knows that by now, offering overclocking options on some of their motherboards

Each core has it's own Cool'n'Quiet controller as Chozart said. It can ramp down the speed of each core independently depending on the load.
