This could possibly be partially true but if you look at the bandwidth of previous cards years gone by (and current consoles), theres many different ways to throughput/push that information. The 8800 GTS has a 256bit bus, and outputs 62GB/s. Thats alot. The 5900 series also had a 256bus (check below link) yet only was able to push 22-27GB/s max, or less.

The 360 has 512MB's of video ram available, yet only has a 128bit bus.

If the 360 can push what it does through a 128bit bus with 512MB of video ram, then it's quite possible the G9x architecture can push what it needs too.

For having close to double the shader processors, the 9600GT benches decently against the 8800GT. Seems to me the G92 and G94 architecture are quite different.

More and more cards, including this one are being released with 1GB of ram. They also have a 256bit bus. It seems like this is a stock nvidia card as well. I doubt they would put a gig of ram on the card if it wouldn't be utilized.

EDIT: I'm no engineer, but I do realize the importance of memory bandwidth. I've made a couple posts a few days ago pointing out the importance of memory bandwidth. It's one of thee most important things about a video card. I just don't believe it's fully limited by the size of the bus. Possibly 3-4 years ago that may have been the case.
And especially with AGP. But even then, they found ways around it. Everyone said they wouldn't make a 6800 with AGP. Then they did. Said it would be the 'last agp card' in the reviews. Then they came out with some 7xxx series with AGP, and ATI just announced an AGP version of a couple of their cards...
