667MHz DDR2 in syncronizes with a 1333MHz FSB. Considering that the only chance that processor could ever live up to its price tag is through overclocking, I'm wondering why 800MHz memory (1600FSB) or even higher wasn't used.

Yea, its not like MS, Apple, Sun and all of the Linux/BSD devs got together in some kind of secret conference and unanimously decided to limit 32bit operating systems to 3.5GB. Its a hardware limitation, not a software limitation: You can't store 4GB of memory addresses in 32bits.

I could guess that this is likely a marketing scheme, but then why would they undercut 64bit sales?

Who knows; I find the 'usable' spec more useful than the 'installed' spec, though I have a 64 bit OS anyway.
