I understand that, but the title of the thread implies the liquid itself will emit heat, which I don't want. I want it to help the heat sink to conduct heat more efficiently/effectively.

Unless you have your heatsinks sitting in the sun or high-intensity lighting, it doesn't have a real impact.

Let me see if I can explain this...
__________________Everyone knows that if you heat iron up enough it gets "red hot", which is actually the metal giving off red wavelengths of light(electromagentic waves). If you heat this up enough it gets "infared hot", or gives off electromagnetic waves of a different (infared) frequency. Thus it transforms temperature energy to electromagnetic energy(cooling the heatsink.) At least that is what it is supposed to do, 10% seems excessive.(It probably works, just at .01% or so.)
