Sounds like a gimmick to me. You can't increase transmission of a wavelength through a coating. I think the coating would actually insulate your cooler (thus raising your temps).

scam. The only way I can see a liquid improving temps is if it was corrosive and made your flat fins rough... increasing surface area.
