I think a good comparison here is alcohol, there are illigal things you can do with alcohol, but we all know that prohibition was a complete disaster and the wrong way to handle the problem. Same with bittorrent, you can't just block all of it, then you are punishing your law abiding customers as well. Kinda sumed up by the old expression about throwing out the baby with the bathwater.....

Easy solution here is metered usage.
__________________People who use it alot pay more, people who use it less pay less. So let people who need more that 250G/month pay for that usage.

Yeah, you can't meter the internet. It's not a utility, it has no physical entity.
The problem that these cable companies had is already being said, they haven't really done much upgrading since the stabilized their systems years ago, and instead of adding more sub-stations and things of that sort, they would rather just take the people that already pay and give them less. It's birlliant really, keep the cash; screw the customer.

If you're in Canada, Bell thottles torrent traffic like mad.
Speeds are only uncapped from ~2am to 1pm, and other than those times they throttle to 30kb/s max. It drives me mad >

Easy solution, don't use the internet!!
But seriously, if they do the limit thing, they BETTER have unlimited versions. In my family, we downloads 2-3TB a month.
