The Boreas and the Freezone Elite can do that. Depends on what its cooling though.

Ive been looking at CoolIT stuff recently. They have godly cooling ability, but for me in the UK, availability is low and price is sky-high.

Just look at the charts. Seven degrees Celsius is 44.6 degrees Fahrenheit. That 29.5 degrees Celsius is 85.1 degrees Fahrenheit. Chances are the core temperatures are somewhere in the middle. Let's just ballpark it at 65 degrees Fahrenheit or roughly 18.3 degrees Celsius. In a lot of places, that's cooler than ambient.
