ehm, maybe they found out afterwards?

it's not the easiest thing in the world to go over thousands of cards and test to see which ones are damaged (after slipping through the QA net) when you have deadlines to meet etc, especially in AMD's position

IMO the original HD4830 had 560 Stream Processors, then they upped it, but not all cards got updated.

I don't think it was that. Early PR leaks always said 640.

And also- they cut SPs to 640 not 560, right?

Well, they admitted it and are telling people to check GPU-Z and flash the BIOS. Besides, less than 400 isn't very much.
