I think the biggest problem would be building a device that would have the same useful/operational life as the battery that is powering it.

These batteries like said before cannot be recharged and a penny size battery could not power a laptop. The current they provide is actually quite low. The one for a laptop would actually be a tad larger than a current laptop battery but last 10+years......yes YEARS. After the laptop battery is dead it's completely inert and nontoxic in anyway. I only know this stuff because I ave held one in my hand.....AF research laboratory is a bad ass place to work. :-)

It's still being worked on obviously but I really hope they pull off the final product.

A nuclear bomb requires a specific radioactive material to go critical mass, something no amount of explosives and smoke detectors could ever acheive. It could however, create an RDD as I stated earlier. And in an actual nuke, some of the smallest ones (their radioactive material to go critical mass) have about the same volume as a marble. Please read up more before you go making ridiculous statements on which you know nothing about.

It honestly depends on what materials are used. I doubt we will ever get our hands on uranium or plutonium batteries. but even things like lithium are very dangerous. When you get moisture into a lithium battery you will get a chain reaction that will cause the lithium to burn at high temperature. Putting water on the flame will only make the flame bigger.

What they are talking about is most likely plutonium 238 which is safe in small amounts to power small devices. but due to the possibility of use by terrorist i doubt you will ever see it used to power anything other than things the government can control like pacemakers.
