Isn't GF way behind on 32nm? At least they're skipping to 18nm for their next GPU's!

Maybe...
...if Intel does absolutely nothing and all their employees sit back on a Brazilian beach sipping pina-coladas.

Intel knows that they would be a Monopoly if AMD didn't exist. VIA does not produce enough volume in the x86 market to even come close to being a contender here and without AMD, Intel would be shut down. Plus the elusive minds at Intel probably enjoy the competition. Competition doesn't just drive down prices, it pushes engineering forward so that every 18 months we can double our transistor count, holding Moore's Law true. People think of Intel as some greedy company that doesn't care about anything but itself, but in truth it is probably a company that values human achievement at it's highest regard. No good company likes to sit around and produce a cheap product and slightly revise it every few years, at least not in the semiconductor industry. This is why Intel needs AMD, and vice versa. I bet if we trudge through the mudslinging done in the discrete GPU area, I bet Intel will bring the same type of competition to that market to push nVidia and ATi to make more groundbreaking products. Just look at what G80 has forced ATi to come out with. Imagine if Larrabee puts down amazing numbers, nVidia and ATi are going to come out with some crazy things. As to the topic at hand, I don't foresee Global Foundries beating Intel's node development. Even with IBM on their side, Intel is probably number 1 in research when it comes to gate pitch. What I can GF doing is ramping up production to match that of Intel's HKMG with SOI.
