Power draw varies a little from motherboard to motherboard if they're based on the same chipset (depends how much other stuff the manufacturer decided to plonk on the board...) but they can vary widely from chipset to chipset. The AMD chipsets seem to be quite energy efficient, as do newer Intel ones. nVidia chipsets, on the other hand, have a tendency to run hot and power hungry (for a chipset)...

I found the low-power dual-cores would stutter with 1080p video when I tested one, which the 65w Phenom II 905e didn't. Haven't had the chance to test a Regor core CPU. If building an AMD HTPC, I'd be very, very tempted by the 905e.

So am I better off with an AMD + AMD mobo 740?

Rather than an Intel E5200/E3200 + Intel chipset?

I got a 125W but its serisously a waste. The hard thing that needs to be taken care of is that he also wants to play games.

If you have a dual core and your videos stutter you should try to optimize your players/codecs because it should be able to play it just fine. Once you have a htpc running fine and just the way you want it i would imagine you would just turn off the updates because they just wouldn't be needed and in fact are probably a potential to mess up your system.
