Default Looking to build a cheap HTPC

Im going to be building a HTPC for my sister and i was needing suggestions for parts.

It doesn't need to run 1080p or bluray, DivX and possibly the odd 720p video at most, mainly it's just gonna be for DVB-T and the odd divx movie.

I was looking for it to be:
  • Under £150
  • Low Powered
  • Small form factor
  • PCI slot for a DVB-T/S tuner.

Operating system i was planning to be win7 as i use it a lot of my main PC and i find it is quick and efficient, plus the fact that it can decode HD out of the box.
