So I figured out the scaling problem in windows with my ATI 4850 1GB, it was placing 2" black bars all the way around the picture. That problem is fixed, now a new problem is during some games it places those bars there, but when I back out to windows it's normal. Any clue what to look for?

only thing i can think of is to make shure your aspect ratio is the same as that on the moniter in use.
you might also want to check in the screen oprions to check if its automaticly changing the aspect ratio of the screen, if so disable it as this might be causing the problem.

What's the native resolution of your display, and what resolution is your game set for? Some games may support only 16:9 widescreen (for example, 1920x1080) and your monitor may be a 16:10 resolution (1920x1200). If this is the case, your monitor may automatically add the black bars rather than scaling the image. In most cases, the black bars will result in better image quality, but the best option would be to select your monitors native resolution (or a resolution with a comparable ratio) if your game supports it.

Native resolution is 1920x1080 on this tv. The game defaulted to 720p and it took up the entire screen, when I switched it to 1920x1080 it placed black bars around the entire image.

What type of connection is carrying the signal into the TV, and do you have the option to specify format for that input from the TV's menu? If you're matching the input resolution to the display resolution you may have to configure the TV to expect 16:9 input.
