Hey, first thing you should do is post your system settings like we all have in the user control panel. We need to know what motherboard/ram you have, etc.
If the stock voltage isn't good enough for 3.33GHz, you'll need to increase the voltage a bit. Just fill out that info and we'll help.

vcore IS your voltage. I would suggest 1.32V, 389FSB x 9 multiplier, and you'll be fine.
Your memory gets its speed from your FSB. RAM in 1:1 with your CPU simply doubles the FSB for its final speed (i.e. 778MHz for the 389MHz you'll need to get to 3.5GHz). You select RAM ratios for preset FSB speeds for your RAM to calculate what speed it should run (i.e. "400/1066" means that at 400FSB, the RAM will run at 1066MHz...if you select this option and then proceeded to use 425FSB, your RAM would then run at 1280MHz, etc.). For OC'ing your RAM I suggest making its voltage .1V above its max stock value and widening the timings by 1CAS level (i.e. 4-4-4-12 should be changed to 5-5-5-15, 5-5-5-15 should be changed to 6-6-6-18, etc.). I hope this clears some stuff up, good luck!
