Turn off anything that automatically overclocks or underclocks.

Ohhk , why does CPU-z show up with a 6 multiplier when in my bios is is set to 9.5?

Disable Intel Speedstep (may not be in the BIOS, if so, ignore this step) and disable C1E Advanced Halt State.

It's Intel's built in CPU throttling device.

For your board that would be to put Performance Enhance on standard, disable C.I.A.2 and then disable C1E and EIST

Then please do find and set your own voltages, do not use Auto. Especially for Vtt (Termination) and PLL as Auto will WAY Overvolt them

Trial and error, all CPU's and boards are different so you can just assume someone with the same setup's voltages will work for you. But they would likely be a good guess as a starting point

Start with stock Vcore, Vtt, and Pll and push the FSB from there. After it will no longer boot start adding Vcore and as you add that much slower at Vtt. Pll you can start at 1.5 and likely not need more until after 425+ FSB

Depending on the Vcore your CPU needs to hit 4Ghz you may only need 1.25Vtt, 1.5 Pll, and 1.25-1.325 ACTUAL Vcore
